    "content": " Thank you very much, Hon. Temporary Deputy Chairman, for this opportunity. I want to draw the attention of the House to the fact that this is the same amendment that we have rejected, but it is being brought back in a different way. Therefore, I want to alert the House that it is the same donkey painted in a different colour. It is the same amendment that wants to deduct employees’ salaries by 1.5 per cent. In so doing, it is also asking employers to pay up to Kshs5,000 for each employee. The impact of this is that most employers will lay off their employees while at the same time employees will suffer desperately because they will be deducted the money. Even if you change this to a fund the way Hon. Kimunya wants to put it, already employees in this country have housing funds. Teachers have their own housing funds. Other employees have similar funds and pension funds. Therefore, in totality, I would want to ask the House to reject this amendment. Thank you, Hon. Temporary Deputy Chairman."
