    "content": "Mr. Temporary Deputy Speaker, Sir, I also take the opportunity to thank the Minister for Justice, National Cohesion and Constitutional Affairs, who has very ably presented this Bill to this House. We also recognize that he is a senior counsel of long standing experience and this is a commendation on his part. Secondly, I wish to recognize the Seconder of the Bill, hon. Orengo, who is also a very senior barrister in this country. He is somebody who has really struggled and was even exiled to Tanzania in the struggle of this nation. It is, therefore, very important also to recognize the role played by the Grand Coalition Government which facilitated a conducive environment for the Kenyans to achieve a very peaceful referendum."
