    "content": "Procedure of short listing, Clause 18, I accept the comments made and we will look at it. Please, accept my very humble submission. I am now talking to the whole House as well as the country; that we actually bashed our mind to look for an organ with experience and skills to assist in at least bringing together the Committee for short listing. In the end, I am afraid, we settled on the Public Service Commission. Not because we are not aware of the accusations and the amount of power that they have, but because this law is required very urgently. Speaking for myself, I am not quite sure how else we would be able to get an organ that would receive at least some modicum of acceptability to do the short listing and to organize the interviews. But you notice their function is purely to call a Committee meeting of various other organs. If this House feels that we need to also add some other institutions, feel free to suggest them and then we can see."
