    "content": "A framework for assessing performance of conditional allocation from loans and grants for effective oversight must be developed by the National Treasury in consultation with the various implementing ministries, departments and agencies. Donor money must be used for the intended purpose to benefit Kenyans. I am sure the national Government will provide an effective oversight of the programmes in collaboration with the line ministries. The amendment we are making to the Division of Revenue Act, 2018, is to factor in the three main conditional loans and grants from donors that will benefit our county governments.
