    "content": "The Leader of the Majority Party has articulated that this amendment Bill emanated from conditional grants and loans from donors that were not available by the time we were doing the Division of Revenue Bill earlier this year. Therefore, they had not got to the National Treasury and that is why it was necessary for the Senate to amend the Act to be in line with the County Allocation of Revenue Bill that we passed earlier this year."
