    "content": "That is why they want to strengthen the infrastructure so that when money is released there is capacity to do oversight and give guidance on how these monies can be used. So, I support this with the reservation that I do not know who is responsible; whether it is the Budget and Appropriations Committee or not. This thing should be itemised and the structure should be very clear. The role of Members of Parliament in providing additional oversight to this Fund should be very clear. We are not just here to approve and then we do not know what happens to these funds. Thank you, Hon. Deputy Speaker. I support."
