    "content": "I have a copy of the Report by the Committee. Reading through it, it is clear that we had almost equal view points on whether to support or not, the change the of the elections date. Even in the Committee, one of the Members, Hon. Peter Kaluma, gave a dissenting opinion. He is a very distinguished constitutional lawyer. He raised very fundamental issues. One of the issues he raised is that one of the amendments proposed is likely to change the term of office of the President. The change of term of office of the President is one of the grounds for a referendum. Therefore, it means that these amendments will have to go through a popular vote: referendum. It will not be the domain of the National Assembly and the Senate alone; it will also require the voice of Kenyans."
