When this Question came up, my Assistant Minister who was present was attending to a very urgent problem which had cropped up in one of the schools and was unable to be on time to come here and handle the Question and, hence, the remarks and ruling you gave on that particular day. I have since then been able to sort out how they should handle Parliamentary Questions."
