"content": " Thank you, Hon. Temporary Deputy Speaker. Hon. Mwadime wants to verbally challenge me from where he is sitting. I think that is un-procedural. It is on the issue of ranking. As Members of the Commonwealth and our Speaker has just been elected the Chair of the Parliamentary Association of the Commonwealth (PAC), the practice of ranking is guaranteed. That is why I am not even complaining when the Chair of the Departmental Committee on Justice and Legal Affairs has come and found us here and yet he has spoken and left. When I came here for the first time, we all knew how to give preference when we saw people like Hon. Martha Karua, even when we had been sitting there. We would say: “Oh my God”, and you move on for another day. I am not speaking for myself because I know there are many other ranking Members here. I know I am not likely to get a chance."
