    "content": "Having considered the regulations pursuant to the provisions of the Constitution, PFM Act, the Statutory Instruments Act and the Interpretation and General Provisions Act, the Regulations do not pass the scrutiny and certification test. Therefore, pursuant to Standing Order No. 210(4) (b) and Section 15 of the Statutory Instruments Act, the Committee recommends that the Public Finance Management (Tourism Promotion Fund) Regulations 2018 be annulled in its entirety for the afore-mentioned reasons."
