    "content": "come through a subsidiary legislation. Therefore, I support what the Chair has said. There are enough compelling reasons for us to reject these Regulations. Finally, on the issue of public participation, Articles 10 and 118 of the Constitution provide for inclusiveness. The fact that these Regulations were not accompanied by a memorandum to explain them, there is no way we can verify that there was enough consultations. If we adopt these Regulations in the way they are, we would be taking the word of the Cabinet Secretary (CS) with no proper explanation or documentation."
