"content": "On Excise Duty, again, there is a proposal to increase the Excise Duty on illuminating kerosene from Kshs7.2 per litre to Kshs10.3 per litre. This is an increase of about 43 per cent. I know the National Treasury is trying to stop adulteration of petrol using kerosene. You may employ an initiative that has a positive result but there may be another negative effect of the same that could be even more disastrous to the taxpayers than what you intend to achieve. We all know that the majority of Kenyans still use kerosene. The moment you increase the price of kerosene, you affect the ordinary person, Kenyans who are poor and struggling to make ends meet. I know there is an initiative to help these poor citizens to get liquefied petroleum gas. But before that is achieved, we still have to maintain and reduce the cost of kerosene for these poor Kenyans. By the way, even the sustainability of liquefied petroleum gas is still in doubt."
