    "content": "According to the National Treasury, the solution they want to provide is to work jointly with the private sector and development partners to introduce the National Credit Guarantee Scheme (NCGS). I have nothing against that, but let us first introduce it and when we see it is working, we can remove the capping. Rather than remove it now, subject our people to high interest rates and we do not know whether this solution is going to work. So, it is a good proposal, but let us first put it in place and then we can look at that."
