    "content": "There is also the issue of payment of Excise Duty on money transfers. This is illogical. The provision should have provided guidelines on how it will be implemented. For example, if I want to make payment of tax to the Government, why should I be taxed again? If I want to pay salaries of members of staff, why should I be taxed? If I want to pay dividends, why should I be taxed? This provision is so punitive. It is not enforceable without proper guidelines on how some of these transfers will be handled, especially Government transfers. I know of a big organisation like the Kenya Airways, which can make so many transfers in a month. Will they be charged this tax? This amounts to double taxation. I do not support this provision."
