    "content": "The other issue is whether the tax waivers should be subjected to public participation or not. It is only the CS who decides whether to do that or not given the powers in the Public Finance Management Act. It is good to subject some of these to public participation or the National Assembly should be privy to this kind of information. That way, we can address some of these waivers which are meant to address some shortcomings, but should not be exploited to benefit a few individuals."
