    "content": "Rule No. 4 which deals with acreage proposed that each driving school must have 1.6 acres of land for Category A and Category B licence and one acre for Category C. The Committee considered this to be prohibitive and in contravention of the Traffic Act which is the parent statute and has no such requirements. The Statutory Instruments Act requires that the regulations made by the regulation making authority, does not exceed those that are made by the parent statute. There was also another rule, Rule No. 5 which required that all driving schools renew their licences every two years. The Committee deliberated on this and found out that it was an added bureaucracy that would be punitive to those operating driving schools within our country."
