    "content": "Rule No. 16 provides for continuous development of driving instructors. The Committee also observed after long deliberations that the proposal of instructors to undergo a minimum number of continuous development courses is punitive, since the presumption is that the more they teach or train, the better they advance their abilities and competencies in their trade.
