    "content": "As a Committee, we had deliberations and felt that it was important to have consultations between the county governments and the national Government when developing the land value index. The valuers in the county governments and the national Government should work closely together. Further, there was a very serious issue that was raised by the stakeholders. They asked whether the land value index will limit what people will get on the value of their property. The market value of the land must be considered, so that it does not deny the owner of the property the value after investing in the land. So, calculating the land value index must be based on the market value."
