    "content": " I want to ask the Chair of the Departmental Committee on Lands to look at his amendment and mine. Section 6 in the Bill is stronger than the amendment he has proposed. The only thing he is trying to emphasise is market value. In my opinion, he is also diluting the role of the county governments. The two governments are distinct and have specific roles. In all the laws we have passed - the Community Land Act and the Land Registration Act - the role of county governments was well stipulated."
