    "content": " I want to make it very clear. In the Fourth Schedule of the Constitution, valuation lies with the national Government. It is not bestowed on county governments. So, we were even lenient to the county governments by introducing consultation. So, we have provided a leeway where county governments can engage the national Government when it comes to issues of valuation."
