    "content": " I can read the Land Value Index Laws (Amendment) Bill, Clause 120(a). It says that only after the award has been made and the amount of the first offer paid shall the commission take possession of the land by serving every person’s interest in the land a notice that, on a specified day, possession of the land and the title to the land will rest in the national or county government, as the case may be. It talks about taking possession. It says ‘compulsory acquisition’. The law is that the Government takes possession of the property when it has decided it is going to acquire a parcel of land, even before it pays. Once the parties agree, the Government takes up the land. It restrains any other activity on that property."
