    "content": "Mr. Speaker, Sir, there are two issues here; first is the legal position that the terms and conditions of service for the teachers can only be reviewed under the Act. Under the Act, it is through the collective bargaining agreement. In which case, although the lower grade teachers could benefit from the new recommendations, a few of the higher grade allowances would have to be adjusted. However, the KNUT was insisting on the principle that as much as we agree that the review is more equitable and beneficial, it can only be done through a collective bargaining agreement. The collective bargaining agreement does not expire until 2013. Therefore, I cannot extend a benefit they do not accept because they are not within the terms and conditions under which their remuneration and allowances are handled."
