    "content": " There are two propositions. There is one person who is persuaded to protect the individual. There is another person who is persuaded to protect the Government interest. Both of us should understand that all these things are rights. There is a constitutional right to property, which is in the same force-tool with the right of the Government to develop. When you consider the right to land, the Constitution says that Parliament will develop laws on how to make compulsory acquisition possible. However, if you make it in such a way that it does not try to cover the right of an individual, we will end up in a terrible problem. I am persuaded to stand under the Standing Orders to request for the reporting of this Bill."
