    "content": "Mr. Speaker, Sir, I wish to thank the Assistant Minister for the good answer. However, this matter of motor cycle riders and the deaths they cause on our roads is alarming. The Assistant Minister has gazetted the rules but the unfortunate thing is that, it appears that these rules are not being enforced. In his answer, he has said that they are facing a lot of challenges in enforcing these rules. Which are these challenges he is facing and what measures is he taking to overcome these challenges? This is a matter of national importance and hundreds of people die every month from motor cycle transport system."
