    "content": "Mr. Speaker, Sir, I am not aware of any rules that the previous Minister enforced under the Traffic Act or the Ministry to ensure compliance. The police participated effectively and made sure that the rules and regulations were followed. As I said, the Ministry does not have an enforcement arm. No matter what we say and how much we repeat it, it cannot be enforced. Until there is an enforcement arm in the Ministry, the Ministry cannot enforce those particular regulations."
