    "content": "The Bill proposes to amend the National Transport and Safety Authority (NTSA) Act, 2012, to remove the corporate powers of the Authority. The Authority will not have powers such as owning property, suing and being sued in its name. The Bill proposes to amend the University Act, 2012, to change the manner of the appointment of chancellors and vice-chancellors of public universities. The vice-chancellors will be recruited by the Public Service Commission (PSC) as opposed to the university council. This is because of what went wrong when the Vice-Chancellor of the University of Nairobi was being recruited. It took long and was tedious. The council members were compromised. That function is now being given to the PSC."
