"content": "One important thing the House needs to know is that public participation in law making process is mandatory. It is a constitutional requirement that the public must be invited to present memoranda to committees so that it helps the committees to incorporate the views and recommendations from the public in their reports. I confirm to the House that every committee has sections in their reports informing the House how they undertook public participation especially after the Clerk of the National Assembly invited the public through the newspapers to give their presentations and memoranda. The members of public, either individually, institutions or organisations, submitted memoranda which committees took into account while considering the proposed amendments. I confirm that in the Departmental Committee on Justice and Legal Affairs, we, indeed, receive memoranda from the public. We got tremendous response from the public by way of written memoranda and oral submissions. In some cases, apart from written memoranda, the Committee also found it necessary to invite some stakeholders to appear before it.
