    "content": "The reports of the various committees, I want to confirm again, contain public submissions on the proposed amendments by the committee and even the rationale for the proposed amendments which are before the House for consideration for adoption. I encourage the Members that as we go to the Second Reading to debate the Bill, it is important for them to refer to the reports which have all the rationale from the committees and the public. This should enrich their contributions in the Second Reading as we move to the Committee of the whole House."
