    "content": "Mr. Speaker, Sir, I have said that on 19th October, 2010, the Ministry and all other stakeholders, including the police, will have a consultative meeting where these issues will be discussed. A decision will be taken as to what new regulations we need to put in place. One of the biggest problems is indiscipline. The law requires riders to wear helmets and reflective jackets, but you see them riding without helmets and reflective jackets. That needs enforcement. In these circumstances, the Ministry is contemplating asking for a particular number of traffic police officers to be seconded to the Ministry, so that we diagnose this matter correctly and come up with effective ways to ensure that these accidents do not occur."
