    "content": "Mr. Deputy Speaker, Sir, if they are not in the Opposition, it is the Minority side. Mr. Deputy Speaker, Sir, this is a fairly straightforward matter because I believe Sen. Rose Nyamunga will serve in the said Committee and she is up to the task. I believe the Committee is really in need of the quorum because the Senate Minority Leader is overwhelmed in terms of responsibilities of the House. Therefore, we should allow Sen. Rose Nyamunga to move to the Devolution and Intergovernmental Committee so that she can provide useful input in that particular Committee. I request Sen. Olekina to second."
