    "content": "Mr. Deputy Speaker, Sir, my question to the Minister then is; when you have a constant budget and according to the policy framework that your Assistant Minister tabled on 31st of August which clearly spelt out – and I do not want to read basically even your own forward, which was very comprehensive – that one of the things that you are going to do in order to improve access, quality and equity of education in nomadic societies is to ensure that low cost boarding primary schools are catered for. Then, if you have not approved even an additional boarding school from that time; if the capitation has reduced from 4,000 to 3,000; if the infrastructural money has not been disbursed in two consecutive years, 2008/2009 and 2009/2010, what does the Minister intend to make of this policy that has one of the components to ensure that there is access to education through amongst other initiatives, low cost boarding primary schools?"
