I would expect that if it is a directive issued by the Ministry through a circular, then it is binding on all school heads and a matter of compliance. If any school head is not complying, then they are defying the directive of the Ministry. Could the Minister confirm that it was a clear directive and there is non-compliance with the same? What is he doing about it to ensure compliance?"
