    "content": "Thank you, Mr. Speaker, Sir, for giving the opportunity to add my voice to this Petition. I begin by thanking my colleague, Sen. Seneta for bringing it up. Water is so important in our lives that the drafters of the Constitution of Kenya, 2010 reserved an Article on its importance. Article 43 under the Bill of Rights makes access to safe and clean water in sufficient quantities a basic human right. Therefore, when we have situations where water companies are mismanaged, in essence, we are diminishing the right of Kenyans to access clean and safe water. Mr. Speaker, Sir, payment of salaries is not a choice for any employer to make. It is a duty that is required by law. The breach of remittance of statutory deductions or monies deducted from salaries is criminal. Therefore, we should not be discussing people that are not remitting money.
