    "content": "Mr. Speaker, Sir, among the de facto states other than Somaliland and Jubaland, the truth and reality is that Somaliland has been operating reasonably well even when it is not recognized by the statutes of the international community. The truth is that they have held elections which have been highly respected and commended. We believe that their structures are reasonably acceptable because there are Somalis who live in that area. We have not heard any issues which have been raised which would make us feel that their system would not be functional."
