"content": " Thank you so much, Hon. Temporary Deputy Speaker. I am so grateful to the Leader of the Majority Party and our Chair. The House should know that the Chair has men behind her. Do not be jittery when she mentions vasectomy and all those things. That was on a light touch. Human resource is still a big issue. The ratio of doctor to patient and that of nurse to patient is a tall order. As we establish universal healthcare, we will have to revisit that. The county governments cannot hire beyond what is allowed by their recurrent expenditure. The national Government has no budget to hire for counties. We have a problem there. Setting standards and enforcing them is also a big issue. There are drug inspectors whom we have to empower and whose numbers we need to increase. Right now, if you go to any chemist and say you want to buy antibiotics, they are sold to you without a prescription. That is what is causing disease resistance to treatment in this country. We also have to deal with emergency care. What we have done today is good. I salute our colleagues and our Chair as well."
