    "content": "I want to talk about two things. One, we want to commend the Committee for the work that they have done and the amendments that were moved by the Leader of the Majority Party. We want to commend them for that. Two, we need to think through this process and see whether we need to get back the national Government in some of the levels of the health sector in this country. We may want to just leave the county governments with the dispensaries because the management of the health facilities in the country is very bad."
