Given the manner in which the Assistant Minister has treated this matter, and the fact that Mr. Fred Odhiambo has no capacity to be present in this House to defend himself and his job is on the line, would it be in order for me to ask the Chair to refer this matter immediately to the relevant committee for consideration? It is a very serious matter. The Assistant Minister is not explaining any offence that Mr. Odhiambo committed, yet Mr. Odhiambo has no job today."
