    "content": "The thirteenth one is the Technical and Vocational Education and Training Act, No.29 of 2013. This Bill has proposed to include the Principal Secretary to the National Treasury as a member of the Certification Council. The TVET is one of the major programmes that this Government is running. I am sure you are aware that right now, over 136 technical training institutes are being developed across the country. Most of the funds come from the National Treasury and this is a way of recognising the Principal Secretary because he is the one in charge of the funds to TVETs. He should be a member of the certification council, so that on behalf of the National Treasury, he can confirm that the institutions are developed using funds from the Treasury and guide the report of the Treasury from the source."
