"content": "Mr. Deputy Speaker, Sir, having listened to contributions from my colleagues, we are all grappling with the push and pull factors regarding this alarming situation in our country. We are wondering whether it is our failure in parenting or whether it is our teachers who are failing us. We are also wondering whether it is the law enforcement officers who are not doing their job, or whether it is the Churches, Mosques and other places of worship. From the outset, this is a matter that calls for a candid national conversation. Mr. Deputy Speaker, Sir, as I thank my colleague from Vihiga County for bringing this Statement, I also want to urge him to consider pushing for the establishment of the Senate Select Committee to deal with this issue precisely. This because I am not convinced that the Ministry of Education has what it takes to deal with this matter and bring it to a close. For example, I received a call today from a student in a private institution registered and validated by the Ministry, where the Principal and the Director have collected examination fees for the Kenya National Examinations Council (KNEC) from 150 students. However, the students went to do their examinations but they told they had not been registered. Mr. Deputy Speaker Sir, on this issue of teenage pregnancies, Kitui County has a 14 per cent prevalence rate according to statistics given by Sen. Khaniri.
