As you second with some of the highlights you have pointed out, you may want to--- I am just providing some legal propositions on what perhaps you and the Committee may want to look at. The parameters for acquisition of land under international law and in Article 40 of our Constitution must be met. One, acquisition is for public interest or public purposes as opposed to private ones. Secondly, we must ensure that there is full compensation. Thirdly, the compensation must be prior, not after. That is an international legal requirement. Fourthly, it must be reasonable or adequate. Fifthly, there must be consultation or public participation in the process; and, finally, there must be access to a court of law for redress. Those are some of the things that you or the Committee may want to look at."
