    "content": "In the National Land Policy (NLP), there was a conception which never came to fruition in terms of policy or the law of the land, to have land banks by the Government in anticipation of what it requires to do in the future, say 20, 30, 50, or 100 years. Government should acquire and maintain land banks ensuring that development can go on in a seamless way. However, that has not happened."
