    "content": "I also want to inform the House that the formation of a tribunal does not take away the constitutional duties of the courts but make it easier for them because after the tribunal has made decisions, one can then go to court. In most cases, tribunals help to dispense justice expeditiously because they are composed of experts that are otherwise not found in courts but would have been brought to court as expert witnesses."
