    "content": "I am aware that there is, pending before this House, a stand-alone proposal to amend the SACCO Societies Act. It is coming to the Committee of the whole House. As it is now, since the Mover of the Bill said that the Bill is properly before the House – and I think it is – what is left for the House is for Hon. Maanzo to persuade the Members to reject the proposed amendments because the argument as to whether a Principal Secretary or Cabinet Secretary has said one thing or another is not constitutional. If it is in your Report that should be the more reason you should be telling every Member to get a copy of the Report, so that they can help you shoot down this proposal. However, at this point, there is nothing out of order. Debate on the Bill should continue. The Bill was moved and seconded. What remains for now is for debate to continue. This is the Second Reading. Hon. Wamalwa, is it about contribution or a point of order?"
