    "content": "We all see adverts on our highways. For those of you who know, outdoor advertisement is a competitive business. To some extent, there is monopoly in certain areas but we are trying to open up the market for anyone. This Bill will simplify the way applications are done and make counties responsible for licensing. You know what that means. The practice is that a person who has a license from Nairobi can advertise anywhere in the country. This Bill requires that you must go to a particular county and make an application. That means that anyone who will want to advertise will be able to do so in our counties. The Bill also encourages partnerships. It means that a big advertising company will have to look for partners in the counties. That will spread the opportunities to other people in the counties. In essence, it will discourage monopoly which has been there. Mr. Speaker, Sir, I beg to move and ask Sen. (Dr.) Milgo to second."
