    "content": "As I have said in Clause 2, there are clear provisions for outdoor advertising license, the people responsible, how it should be done and where the written consent should be taken to. I think the innovativeness of having the block plan of the property which is put in advance with the license so that some assessment can be done about the other features that are surrounding that particular premise where that Board should go in terms of advertising and how it should be put. So, this block plan will help to draw to the CEC member, a clear idea of what is going on."
