Poghisio should also have some clauses that will have cross reference to other existing laws about accountability. How much money is being collected? We want a clause, in this Bill, where counties have to make returns, even if it is to the county assemblies, indicating the amount of money that they are collecting. This is because this will be a cash cow for well-placed persons in some counties. We do not want this House to generate and pass laws that will enrich individuals instead of helping the members of the public and Kenyans who toil and moil from morning to evening to make a decent living."
