    "content": "I remember when we started setting up county governments, there was a misunderstanding between county governments and the national Government‘s state agencies dealing with roads. The state agencies wanted to have a say in what should be advertised on the road reserves. The county governments just read the Constitution as it is and said that it is their function. They had to take each other to court for interpretation of that."
