Senators, Article 123 (2) of the Constitution states that- “When the Senate votes on a matter other than a Bill, the Speaker shall rule on whether the matter affects or does not affect counties” I have looked at the Report and the circumstances in which this matter was seized of by the CPAIC. I have also looked at the Fourth Schedule of the Constitution Part 2(8)(b). Therefore, I determine that this matter concerns counties. For that reason, I ask the Mover, in our usual tradition, whether he would like the voting to proceed in which we will go to the voting procedure subject to the ringing of a quorum Bell or he would want to make an application? The Mover is also guided by the Chair of the consequences of proceeding to ring the Bell. Therefore, himself and the Whips should be very sure on what they want us to do."
