    "content": "Whilst counties are not receiving funds - and I am glad that the Chairman has reported that counties have begun to receive funds - the national Government is engaging on these other funds with donors on conditions we are not aware of as the Senate. Most likely, even the governors are not aware of it, and they are not sharing these documents. There is no framework, policy, and worse, oversight for conditional grants. I asked a question and have not been answered to date."
