    "content": "Thank you, Mr. Deputy Speaker, Sir. I hope that having updated the Order Paper, that copies of this Report shall be available on the table so that Members can go through. As a background, before devolution, primary schools in Nairobi City and seven other municipalities were managed by the defunct Nairobi City Council and the respective municipalities. The process of the transfer of assets and liabilities of these defunct authorities to county governments is still ongoing. If this process is not superintended or supervised, then counties stand to lose lot of assets, particularly land that belongs to schools. It is for this reason that CPAIC sought to establish the legality and prudence of the acquisition by the National Lands Commission (NLC) of 13 acres on which two public schools – Ruaraka High School and Drive Inn Primary School – stood.
